Taiwan, with the increasing hazardous waste, as a new member of WTO and raising international trade, we should establish a well-considered policy to regulate the imports and exports of hazardous wastes. As we are making an effort to transform Taiwan into a high-tech “Green Silicon Island,” an expert team in Basel Convention regulations formed by government is necessary to deal with future international negotiations as well as domestic disputes. The goal of this project is to assist EPA in making policies for the Basel Convention, participation in international conference and the collection and dissemination of Basel Convention-related technical, regulatory and meeting information. At this point, this project has accomplished the following tasks. 1. Informations related to the Basel Convention, including documents from the meetings, informations from countries and organizations, and news from all over the world are collected and translated into Chinese partly. The mentioned informations are dissemnated through e-mails, internet and other activities. In addition, some comments on selected items like compliance mechanism and emergency fund are made. 2. Monthly meetings of the Basel Expert Committee and three seminars were held. There were more than 400 participants, mainly for experts, civil and customs officers. The arrengements and participation in the international conference and meetings in Genava for year 2002 are accomplished. 3. The draft national strategic plan and the procedures in dealing with serious waste accidents were drawn, discussed and revised. Some key words of the suggestions provided in the project are: 1.
